Zaye participated in the struggle since 1988. Then he became a Central Executive Committee Member.In December 1991, he was arrested in connection with the "10 December" student demonstration, a peaceful expression of approval for the awarding of the Noble Peace Prize to Aung San Suu Kyi. Later he was sentenced to 15 years imprisonment and was incarcerated in the cell of Insein annex jail, known as special prison.

He was arrested on August 21, 2007 at his home.
